Summary: Compliance Legal Officer will work on revising and amending the Utility Service and Rights-of-way Trespass Ordinance and on implementing/enforcing the Ordinance as directed by the Commission and the Reservation Tribal Council.

Education/Experience: Professional Law Degree from an accredited law school (J.D). Undergraduate college degree. High School Diploma or General Education Diploma (G.E.D). Experience with tribal and federal Indian law.

Duties/Responsibilities: Assist the TERO Commission and TERO office with drafting amendments, resolutions, correspondence, notices and other documents, research Federal, State and Tribal TERO issues and keep up-to-date on TERO issues, attend Commission meetings or hearings when requested, assist with TERO collection matters.

Summary: Fill and distribute food orders to eligible households on a daily basis and be accountable for food items issued and unload trucks sent into the Food Distribution Warehouse.

Duties/Responsibilities: Responsible for filling client food orders accurately on distribution days. Monitor food items issued on a daily basis. Assist in loading food items for recipients when needed. Stack and store food items properly. Assist in keeping daily, weekly and monthly inventory. Assist in cleaning warehouse daily. Deliver service to the elderly and homebound monthly.

Summary: The Child Care Specialist has the responsibility to develop and implement strategies in building the quality and capacity of child care. This person will be coordinating services to parents participating in the child care subsidy program of the program. Responsible to support training, culture and language activities for parents and providers.

Education/Experience: AA in Early Childhood preferred or related field experience in the Early Childhood or Human Services field is required. Knowledge of tribal communities is required.

Duties/Responsibilities: Coordinate enrollment applications and services for EHS/HS/CCDF Wraparound services. Work with management staff for planning, review and update purposes. Identify and develop relationships with local community organizations to determine resources available and to develop collaborative efforts for all child care providers.

Summary: Responsible to provide transportation support for clients to maintain compliance with their case plans. They will also assist program staff with day to day operations to maintain effective and efficient program services.

Education/Experience: High School Diploma or General Education Diploma (G.E.D) is required. At least one year of experience working with native children, youth and/or families preferred, but not required. At least one year of experience performing clerical duties preferred, but not required.

Duties/Responsibilities: Assist clients in maintaining compliance with their case plans by transporting to and from supervised visits, medical appointments, court appointments and other service appointments as assigned. Assist clients with personal support by transporting to purchase food, clothing and household items as assigned. Supervise family visitation sessions at their assigned location to ensure safety of all parties present, and to observe family, parent and child interaction.

Summary: Responsible for providing personal care and designated health-related services designed to maintain the clients’ physical and emotional well-being for those clients living at Red Cedar Assisted Living Center. This position assists clients with tasks of daily living as indicated on the Service Agreement, the Electronic Health Record (EHR), and other services as delegated by the RN.

Education/Experience: High School Diploma or General Education Diploma (G.E.D). CNA/HHA Certification required

Duties/Responsibilities: Understand standard precautions used for infection control and adhere to them.
Follow policy and procedure for administrating medications PRN standing orders. Assist clients with activities of daily living as indicated on their individual service agreement (including but not limited to dressing, showering, grooming, toilet assistance, and escorting). Assist clients with daily room order and light housekeeping.

Summary: Under direct supervision, reviews and coordinates routine purchase requests in accordance with Leech Lake Band of Ojibwe policies and applicable Tribal and Federal Laws.

Education/Experience: High School Diploma or General Education Diploma (G.E.D) is required. One to three months related experience and/or training is preferred.

Duties/Responsibilities: Reviews, obtains approval, and processes purchasing requests such as Purchase Requisitions and Purchase Orders for goods or services to ensure compliance with the LLBO purchasing procedures and user requirements. Prepares requests for; simple bids, requests for quotes, and proposals. Interacts with vendors and departments regarding procurement procedures and status of orders. Maintains and updates product catalog, vendor files, and price lists for assigned commodity groups.

Summary: Assist the Director and the Officers with administrative duties.

Education/Experience: Two years’ formal post-secondary education is preferred or a combination of education and work experience.

Duties/Responsibilities: Responsible for coordinating office functions for the TERO office, this includes incoming and outgoing mail, creating mail lists for all TERO business. Works with the Compliance Officers to order and inventory safety supplies needed for TERO clients.

Summary: SUD Maternal Support Specialist will serve as a role model, mentor, advocate and motivator for pregnant moms who have a substance use disorder to help prevent relapse and promote long-term recovery.

Education/Experience: High School Diploma or General Education Diploma (G.E.D). Certified Peer Recovery Specialist Reciprocal (CPRSR) certification is required, if not certified at the time of hire, must become certified within 6 months of hire. Employment is contingent upon this requirement and must be kept current for the duration of employment. Life experience of substance use disorder as a mom/parent required. Knowledge of substance use disorders required. Coordinator Assistance duties required.

Duties/Responsibilities: Serve as a member of the client’s treatment team by promoting recovery goal development and planning. Provide recovery support by mentoring, education, advocacy and non-clinical support. Record contacts and field notes in client’s file, as appropriate. Ensures confidentiality of all records for clients and employees.

Summary: Responsible for developing and implementing the Child Care Aware Minnesota (CCA) Baseline Contract throughout Leech Lake Service Area.

Education/Experience: Bachelor’s Degree in Early Childhood is required. Minimum one-year experience working in the Early Childhood Development field is required. Experience working within the tribal community is preferred. Experience/skills in public relations and public speaking are preferred.

Duties/Responsibilities: Prepare reports on local program activities and share as necessary. Review budget forecasts and be familiar with financial needs to services offered. Identify agencies to develop relationships in order to share program information, determine support needs and resources and coordinate work and activities. Increase access to information and services to low income families, English language learners, families and providers from diverse cultural/ethnic communities and families, friends and neighbor caregivers.

Summary: This position supervises resident compliances with program rules and regulations during counselor absence and provides approved transportation for residents.

Duties/Responsibilities: Cook, wash dishes, grocery shopping and clean upstairs area for clients when cook is not available. Distribute, monitor and document clients prescribed medication. Monitors, supervises and documents daily resident activities and behaviors. Provides active support to residents’ sobriety goals.

Summary: Responsible for preforming duties in a community based clinical setting related to the certification of clients for the Minnesota Women, Infants, and Children (WIC) program.

Education/Experience: Bachelor’s Degree from an accredited institution with a major in any of the following: nutritional sciences; community nutrition; clinical nutrition; dietetics; public health nutrition; or related field. Registered Dietitian (RD) or Diet Technician Registered (DTR) required. Registered Nurse (RN) licensed in Minnesota, or ability to attain licensure in Minnesota within 60 days, will also be considered.

Duties/Responsibilities: Duties would include assessments, counseling, referrals, promotion, and education in breastfeeding and nutrition. Conduct certifications for pregnant and postpartum women, infants, and children up 5 years of age. Take anthropometric measurements of WIC participants. Accurately assess nutritional needs and make recommendations consistent with sound nutritional practice and client’s ability to implement.

Summary: Responsible for ensuring that the classrooms contribute to the growth and development of each child. Responsible for the day to day operations of the ECD Classrooms in assigned center.

Education/Experience: Possess a minimum of an AA or BA degree in Early Childhood Education or related field. Supervisory experience within the past two years is preferred. Experience working with pre-school children is preferred.

Duties/Responsibilities: Engage in ongoing program assessment & monitoring to ensure quality services are being provided. Provide and deliver developmentally culturally and linguistically appropriate learning experiences in language, literacy, mathematics, social and emotional functioning, approaches to learning, science, physical skills, and creative arts.

Summary: Works with women (prenatal and post-partum) at the highest risk for having poor birth outcomes; providing home visits, acting as a referral source for clients, making physical assessments, screening for risk factors and setting goals for the client with follow-up made through the first three years of the child’s life.

Education/Experience: Licensed Registered Nursing or Public Health Nursing Certification is required. Prefer experience in Public Health but are willing to train for position.

Duties/Responsibilities: Provide high quality health care services and ensure accessibility and availability of health services. Provides services for identified prenatal population of the Leech Lake Reservation. Makes physical assessments; screening for risk factors; case management, smoking status assessment, housing assessment, domestic violence assessment, depression screening and substance abuse assessment.

Summary: The Licensing and Support Coordinator has the responsibility to develop and implement strategies in building the
quality and capacity of local child care.

Education/Experience: BA preferred or an AA in Human Services or Early Childhood; or a related field with at least three
years of experience in Early Childhood or Human Services.

Duties/Responsibilities: Be knowledgeable of the current the Child Care Development Three Year Plan. Be knowledgeable
of the current Leech Lake Band of Ojibwe Licensing Requirements for Center and Family Child Care and Program policies.
Be familiar with State & County (Rule 2 & Rule 3) licensing standards.

Summary: This position is responsible for helping to ensure that the classrooms contribute to the growth and development of each child.

Implementing Creative Curriculum and Ojibwe Culture and language into the classroom.

Summary: To provide assistance, guidance and support to the businesses and programs sponsored by the Leech Lake Tribal
Council in the areas of economic and community development, as well as grant research and writing.

Education/Experience: Bachelor’s Degree in planning, business or public administration or related field is required.
Minimum two years’ experience in all aspects of business planning and development, experience in complex project
planning and development, experience in grant writing, grant management, program planning and program administration
experience in utilizing planning and business models and tools to create comprehensive plans and strategies, experience in
tribal government preferred.

Duties/Responsibilities: Assist the Tribal Council and its divisions in the development and advocacy of the Reservation’s
comprehensive social and economic development programs, plans and ventures. Responsible for initiating; research,
conducting studies, developing plans and strategies for Reservation development projects. Coordinate the development of
short and long term plans for Reservation resources, including community development, housing, transportation and
infrastructure.

Summary: Provide primary health care services within the Tribal operated, community based clinics.

Education/Experience: Minnesota State License of Nurse Practitioner (NP) or Physician Assistant (PA-C) is required. Two years of primary health care experience in a tribally operated, Indian Health Service Program, or rural clinic is preferred.

Duties/Responsibilities: Provide high-quality health care services within scope of practice designated by the specific certification held by the provider including the following: Accessible and available health services. Education of and effective communication with those served, concerning the diagnosis and treatment of their medical conditions, appropriate preventive measures, and use of the health care system. Treatment that is consistent with clinical impressions and working diagnoses. Continuity of care.

Summary: The Child Support Enforcement (“CSE”) case manager promote the goals of the Leech Lake Child Support Enforcement CHILD SUPPORT Program (“LLBO CSEP”) by providing hands-on, personal case management for customers with the goal of increasing consistent, long-term financial support for the children.

Education/Experience: BS Degree in Social Work (BSW) or other Human Services related field. Experience working in the human service or child support field. Experience working with the American Indian children and families. Experience in working with Tribal and/or District court systems. Experience in Microsoft Office applications.

Duties/Responsibilities: Conducts in-office and telephone interviews with custodial and non-custodial parents. Performs buccal swabs for genetic testing when indicated for paternity establishment. Reviews child support cases and takes the next appropriate action on the cases in a timely manner in accordance with the LLBO CSEP Policy and Procedures Manual.

Summary: Responsible in meeting each child’s nutritional needs, providing a sanitary environment and establishing good eating habits that promote healthy development and lifelong well-being.

Duties/Responsibilities: Serve Safe training (or similar) and Food Managers Certification or ability to obtain with in introductory period and maintain through recertification classes. Maintain a safe and sanitary kitchen and equipment. Assist the Leech Lake Registered Dietician, Health/Nutrition Manager and/or Lead Cook in menu planning. Must be able to prepare dishes from recipes and adjust recipes quantities when needed.

Summary: Will provide counseling services to American Indian adults, children, and families who reside on or near the Leech Lake Reservation. Services are based on individual, child, and family needs and are offered at varying levels of involvement, such as crisis intervention, individual and family counseling sessions, school based services, family and community support services, and mental health assessments.

Education/Experience: Master Degree in Social Work, Counseling, Psychology, or related field and on track for licensure as a Mental Health Professional. Licensed Graduate Social Worker (L.G.S.W.) or Licensed Professional Counselor (L.P.C.) preferred.

Duties/Responsibilities: Develops and implements Individual Treatment Plans (ITP) with clients according to the diagnostic assessment and mental health providers input. Completes psycho-social, functional, and behavioral assessments, to include a basic assessment of risk. Provide weekly individual and/or family therapy for clients. Provide therapeutic groups and activities as needed under the components of Children’s Therapeutic Services and Supports (CTSS).

Summary: Responsible for providing direct mental health services, including psychotherapy, with an emphasis on individuals and families, using various treatment modalities and skills to produce social, psychological, emotional, and spiritual well-being.

Education/Experience: Master’s degree or Ph.D. in Psychology, Marriage & Family Therapy, Counseling, or Social Work and three (3) years’ experience in the mental health field required. Must be a Licensed Psychologist (LP), Licensed Independent Clinical Social Worker (LICSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC) required. Must be eligible for tribal licensure within 3 months of hire required.

Duties/Responsibilities: Completes initial assessment and reviews client history, including medical and family background and related environment. Provides comprehensive DSM standard diagnostic assessment. Certified or eligible to become certified to provide DC 0-3 assessments for children ages four and under.

Summary: Will work to assist in the improvement of the social and psychological functioning of children and their families and to maximize the family well-being and the academic functioning of children.

Duties/Responsibilities: Assists the child and the child’s family in obtaining needed mental health services by coordinating with the family and other agencies to assure collaboration of services, effectiveness of services, and continuity of care. Determines need, eligibility, and level of needed services, and provides referral to appropriate providers. Assists in the application for Medical Assistance. Assists in obtaining transportation to mental health services.

Summary: Process travel advances, audits closeouts, refunds, employee mileage claims and other monies owed to the LLBO through A/R subsidiary ledgers.

Education/Experience: AA degree in Accounting or 2 to 4 years of experience and/or training; or equivalent combination of education and experience

Duties/Responsibilities: Able to do journal entries and understand concept of A/R transaction and the effects on accounts. The principle responsibility of an accounts receivable clerk I is to enter and verify daily information that relates to travel following agency guidelines. Computes travel closeouts for accuracy and completeness.

Summary: Responsible for providing opportunities for parents to empower themselves to become self-sufficient by assessing their needs.

Duties/Responsibilities: Be familiar with current Head Start Performance Standards and the Leech Lake Center Based licensing requirements. Utilize developmentally appropriate practices and guidance. Attend Family Service Advisory Committee meetings and also attend parent meetings if requested.

Summary:TEnsure and maintain a safe and welcoming environment at the Community skating rink.

Education/Experience:High School Diploma or General Education Diploma (G.E.D). Ability of ice skating preferred.

Duties/Responsibilities:Maintain skating rink and warming house. Keeping all areas of the facility neat, clean and safe at all times. Making sure all entrances are clear of debris and snow. Responsible for opening and closing facility. Distributes and collects rental skates.

Summary: This position will provide coordination of crisis services for both children and adults who reside on or near the Leech Lake Reservation. The position will involve coordination of suicide prevention, developing and implementing suicide prevention programs.

Education/Experience: Bachelor Degree in Social Work, Counseling, Psychology or related field. 4,000 hours of supervised experience in the delivery of services to people with mental illness. Prefer Master Degree in Social Work, Counseling, Psychology or related field.

Duties/Responsibilities: Responsible for coordination of Mental Health crisis line and crisis teams. Provide follow up surveys to consumers from crisis calls received to the crisis line and Leech Lake Behavioral Health. Follow up with all crisis contracted employees a minimum of one time per month. Set up quarterly crisis training for advocates and crisis team members.

Summary:To adequately staff the ambulance service with certified Emergency Medical Technicians and to provide 24-hour medical services.

Education/Experience:High School Diploma or General Education Diploma (G.E.D). Hold current certification or documentation in a Department of Transportation approved Emergency Vehicle Operators course or complete within 3 months of hire. Must complete within 3 months of hire all advanced life support variances that are part of the ambulance service protocol.

Duties/Responsibilities:Adhere to ambulance policies, procedures, standing orders and protocols. Adhere to policies governing staff conduct. Work a minimum of four (4) scheduled shifts per month at part-time status or 32 hours per week minimum full-time status.

Reconcile various G/L accounts as assigned. Assist Controller to establish a summary of reporting for the Tribal Council and Executive Director. Prepare a monthly Source and Use of Funds Report.

Summary: The CD Counselor primary responsibilities is admission and discharge duties, treatment planning, delivery of treatment service, group facilitation; maintain accurate records, progress reports, services provided and family support and education.

Education/Experience: Associate Degree in Human Services or related field required. Bachelor Degree or 30 hours of specialized adolescent training preferred. At least 5 years of supervised work experience in the CD field. An equivalent combination of education and work experience may be considered.

Duties/Responsibilities: Work with Program Director and staff to develop a quality and effective treatment program by promoting communication and networking among staff and other related programs. Develop client treatment plans based on research, clinical experience, client’s histories, client’s records and confer with other professionals in order to evaluate mental and physical conditions and to determine their suitability for participation in specific programs.

Summary: Provide dependable financial service to the Leech Lake Band of Ojibwe through expertise and practical procedures for processing and maintaining sound financial records.

Education/Experience: Bachelor’s degree (B.A.) in Finance or Accounting or; Two-year degree in Finance or Accounting and four years related work experience or; High School diploma or equivalent (G.E.D.) with a minimum of six years’ work experience in Finance or Accounting.

Duties/Responsibilities: Assists the Accounting Team Leader in recording and maintaining accurate general ledger balances and proper recording of revenue recognition. Perform closeouts on special revenue funds to include general journal entries, disbursement vouchers, and submitting financial status reports to funding agencies. Reconcile balance sheet control accounts to subsidiary records and to verify that financial statements are accurate and issued in a timely manner.

Summary: Responsible for providing comprehensive case management services to children and families who are involved in, or is at risk to be in the child welfare system.

Education/Experience: Bachelor’s Degree in Social Work (BSW) or other Human Services related field is required, Associate’s Degree in Human Services may be considered, only if currently enrolled in an accredited post-secondary educational institute, working towards Bachelor’s level degree and degree is obtained within two years.
