Leech Lake Band of Ojibwe and State of Minnesota Sign Historic Tribal-State Cannabis Compact

ST PAUL, MN-  The Leech Lake Band of Ojibwe and the State of Minnesota have entered into a historic Tribal-state compact governing the regulation of adult-use cannabis. The agreement, authorized under Minnesota state law, affirms the Band’s sovereignty and establishes a framework for responsible economic growth through tribally regulated cannabis enterprises both on and off reservation lands.

“This signing marks a critical moment for the economic development of the Leech Lake Band of Ojibwe and the State of Minnesota,” said Chairman Faron Jackson. “This compact enshrines the rights of the Leech Lake Band of Ojibwe and of tribal cannabis enterprises, both on and off reservation lands. It is an important step toward creating jobs for tribal citizens and community members, and we look forward to stimulating revenue and significant job growth on tribal land, in northern Minnesota, and across the state.”

The compact reflects the shared commitment between the Leech Lake Band and the State to promote public health, safety, and well-being while respecting tribal sovereignty. It also ensures a consistent regulatory approach across Minnesota’s emerging cannabis market, including requirements for product testing, data collection, and consumer protection.

“This agreement reflects the power of partnership and respect between governments,” Chairman Jackson added. “Through collaboration, we are creating new opportunities for economic self-sufficiency while ensuring that growth happens safely, responsibly, and in a way that benefits all Minnesotans.”

The Leech Lake Band of Ojibwe becomes the fifth Tribal Nation in Minnesota to enter into a cannabis compact with the State, joining the White Earth Nation, the Mille Lacs Band of Ojibwe, the Prairie Island Indian Community, and the Fond du Lac Band of Lake Superior Chippewa.

With this agreement, the Leech Lake Band of Ojibwe continues to advance initiatives that strengthen tribal sovereignty, create employment opportunities, and diversify the regional economy through sustainable enterprise.
