Updated Indoor Cultivation Application Instructions and Materials

The Leech Lake Band of Ojibwe Cannabis Regulatory Commission (“Commission”) is providing notice to interested applicants and the public that updated application materials and instructions have been issued for the Indoor Cannabis Business Cultivation License Application.

The Commission has updated the following documents:

The updated materials include clarifications regarding application fee payment instructions and related administrative procedures. Applicants are strongly encouraged to carefully review the updated materials in their entirety prior to submitting an application.

The updated application form and FAQ are available on the Leech Lake Band of Ojibwe website and through Leech Lake News. These updated materials replace prior versions previously posted by the Commission.

The application window remains open from January 20, 2026 through February 20, 2026 at 3:59 p.m. local time. All applicants are responsible for ensuring their submissions comply with the updated instructions and requirements.

Announcement of Indoor Cannabis Cultivation Application Window

The Leech Lake Band of Ojibwe Cannabis Regulatory Commission (“Commission”) hereby announces the opening of an application window for Cannabis Business Indoor Cultivation Licenses.

Application Window

  • January 20, 2026 – February 20, 2026
  • Submission Deadline: February 20, 2026 at 3:59 p.m. (local time)

Applications received after the submission deadline will not be considered.


License Scope

  • This application window is only for indoor cannabis cultivation
  • Outdoor cultivation is not permitted at this time
  • Cultivation facilities must be located on the Leech Lake Reservation
  • Cultivation may not occur in a residential dwelling or within twenty-five (25) feet of a residential dwelling

Eligibility

Only the following Applicants are eligible for licensure:

  • Individual Leech Lake Band of Ojibwe Citizens, or
  • Entities formed under the Leech Lake Band of Ojibwe Business Corporation Code that are 100% owned by Band Citizens, or
  • Tribal enterprises

No licenses will be granted to non-Band-owned Applicants.


Number of Licenses Available

During this application round, the Commission intends to award up to five (5) Indoor Cannabis Cultivation Licenses.

Additional application periods will be announced in the future. Applicants not selected in this round may be placed on a waitlist for consideration in subsequent rounds or if a selected Applicant is unable to operationalize their license.


Application Requirements

To be considered, Applicants must submit a Complete Application, which includes:

  • The completed Indoor Cannabis Cultivation License Application
  • All required exhibits and supporting documentation
  • A non-refundable $1,000 application fee, paid and receipted prior to the submission deadline

Incomplete or partial applications will not be considered.

Important Notice
A Cannabis Business License is a privilege, not a right. The Commission retains full regulatory authority and discretion in the review, approval, and enforcement of licenses pursuant to the Leech Lake Band of Ojibwe Cannabis Regulatory Act and Cannabis Regulations.
